Daniel Noboa as President Offers Window of Opportunity for Reform

On April 13, Ecuadorians reelected President Daniel Noboa for a full four-year term (2025–2029). He secured victory with 56 percent of the vote, defeating Luisa González, the candidate of Correísmo. That is the socialist-authoritarian movement that governed the country from 2006 to 2017.

Joselo Andrade, executive director of the Ecuadorian Institute for Economic Policy (IEEP), argues both candidates represented left-leaning principles. However, he emphasizes that Noboa at least defends democracy and civil liberties, essential pillars for achieving prosperity. In contrast, leaders of Correísmo have long been linked to drug trafficking and organized crime, as demonstrated in recent high-profile investigations by the Attorney General’s Office.

Andrade stresses that the private sector and think tanks like IEEP play a critical role in educating citizens. They need to learn the principles of a limited government, the urgency of labor and pension reforms, and the strategic value of pursuing new trade agreements.

He also highlighted the need for constitutional reform, noting that the current charter has enabled unchecked state expansion and facilitated the rise of authoritarian leaders. Regarding dollarization, Andrade believes that Ecuador’s economy has benefited since monetary policy was removed from the hands of políticos.
