President Donald Trump stated in the May 2026 White House Counterterrorism Strategy (CTS) that he is focusing “on dismantling threats to the American homeland in our Hemisphere.” US policy regarding Guatemala shows how a key threat to the homeland comes from enemy agents inside our own government. These traitors cause harm by helping foreigners harm us.
Trump said his return to the presidency ended “four years of weakness, failure, surrender, and humiliation under” the Joe Biden regime. State Department (DOS) traitors have continued under Trump the anti-US policies of the previous administration. Most recently, the traitors helped illegitimate Guatemalan President Bernardo Arévalo illegally appoint a crony attorney general who will take office on May 17 and harm the United States.
The CTS states that the Biden regime used “significant US powers” to keep those they favored in power “or to help win elections.” The Biden regime and DOS did this in Guatemala when they fraudulently imposed Arévalo as president in 2023. Much public evidence, including in Congress, supports this.
Biden’s holdover ambassador and his number two continued that fraud under Trump. They were turning Guatemala into a cartel-aligned dictatorship. The CTS designates cartels as narcoterrorists, but Arévalo remains in office and continues to side with organized crime.
The crony attorney general—Gabriel García—will withdraw the many substantiated criminal charges pending against Arévalo and protect his criminal comrades. This includes narcoterrorists.

Arévalo has degraded and divided Guatemala’s military, including by keeping the defense minister in his post past the legal term limit. All orders the minister issues are illegal, and military personnel are constitutionally obligated to disobey them. They have known, however, they cannot count on the judiciary to properly apply the law because the high court has been supporting Arévalo with illegal rulings.
DOS has falsely certified Guatemala as a counternarcotics partner. DOS’s International Narcotics and Law Enforcement Bureau’s (INL) longstanding policy has been to favor police instead of militaries for counternarcotics operations. Trump told the Shield of the Americas Summit in March: “The only way to defeat these enemies is by unleashing the power of our militaries … We have to use our military. You have to use your military.” INL, however, has yet to change its policy.
During his judicial career, Arévalo’s attorney general designee supported the now defunct International Commission against Impunity in Guatemala (CICIG). Biden used the CICIG to illegally jail 17 people in 2015 to have a contract returned to his client Baxter International. All accused were acquitted after spending nearly four years illegally detained. CICIG barbarities have been cited in the US Senate, a Guatemalan truth commission, and a report by four Guatemalan civic organizations as part of the record of a Helsinki Commission hearing.
García’s record shows he will not prosecute Arévalo’s allies and will persecute Arévalo’s opponents regardless of evidence and law. This happened under two US-co-opted attorneys general and a solicitor general from 2010 to 2018. García should not be allowed to take office after the high court, now led by the Arévalo-appointed, DOS-imposed former solicitor general flouted the law. She improperly processed injunctions that should have corrected errors in the appointment process.
Arévalo is challenging Trump by continuing the anti-US Biden agenda. Arévalo will impede Trump’s political appointee ambassador, Juan Rodriguez, and the agenda he told the Senate he would effect if confirmed. Senator Tim Kaine (D-VA) showed in the April 28 hearing, including by praising the CICIG, that he is aligned with DOS traitors who influence foreign policy to benefit the Soles Cartel.
The Biden regime and DOS could not have executed their agenda in Guatemala had they not influenced Guatemala’s judiciary to repeatedly violate the law. To align with the America-first agenda, Trump and Rodriguez must insist that Guatemala’s laws be properly applied.
Trump and Rodriguez can significantly reduce the illegal flows of drugs and migrants through Guatemala. Guatemala’s people, especially on the borders, will enthusiastically support such efforts because they will bring the security and opportunity denied by the Biden agenda.
Trump and his team, especially Secretary of State Marco Rubio, must look at what has happened regarding Guatemala during their tenure. It is a microcosm of the problem of enemy influence on our foreign policy that undermines our republic and harms our national security.
Trump posted an interview with former CIA operator Gary Berntsen and author Ralph Pezzullo. Lara Logan asked them: “How penetrated is the United States government by the Cuban intelligence services?” Berntsen replied: “Completely.” Pezzulo added ”Especially in Latin American affairs. Completely.” Berntsen added that “enemies have taken over the direction of our foreign policy.”Trump must expose and dismantle the enemy within that threatens us. We must support him in ridding the government of enemy agents.
